Baytown Police Make Arrest in Copper Theft Case
The Baytown Police Department has been investigating an ongoing problem of Copper Theft in the Baytown area. This theft has affected several area homes and businesses.
On October 14, 2010, a burglary of a building at Bridgewater Events (2651 S. SHwy 146) was reported to the Baytown Police Department. During the course of the burglary over 400 yards of copper electrical wiring was found to have been stolen. Evidence recovered from the scene led investigators to look for two white male suspects.
On January 13, 2011 at 12:38 am, officers were dispatched to the 1200 blk of South Alexander Dr. in reference to a suspicious vehicle. Officers quickly arrived in the area and located the vehicle in question. Three suspects were detained and were found to be in possession of cut copper wire and a spool of aluminum wire, as well as several tools used to cut metal wire.
Officers located a nearby crime scene from which the aluminum and copper wiring had been stolen. Wiring was later found to have been taken from telephone poles and junction boxes at an area oilfield. The three suspects were placed under arrest for State Jail Felony Theft of Copper Wire. The suspects were identified as:
- Kristianne Marie Higgins, 32 year of age white female from Houston
- David Lee Cook, 44 year of age white male from Houston
- Joseph Lee Fain, 37 year of age white male from Channelview

During the subsequent investigation, detectives were able to link Fain with evidence to the theft of copper from Bridgewater Events on October 14, 2010. Fain, a documented member of the Aryan Brotherhood of Texas prison gang confessed his involvement and was charged with a second count of State Jail Felony Theft of Copper Wire.
